It's a Monty Python gag. It started with Graham Chapman as a British Army colonel and two of the others as "thugs" attempting to get protection money from the army. To keep it short, Chapman stopped the skit after a few minutes because he "didn't get to do anything funny, and it was too damn silly anyways". Thereafter, when their skits went off the deep end into absurdity, Graham Chapman would walk in dressed as the Colonel and stop them.
A notable appearance was their live preformance at the Hollywood Bowl. John Cleese is wandering about the crowd trying to sell an albatros and, whilst preforming the skit with one of the other members (it's been a while since I've seen it so I don't remember whom) the Colonel walk out onto the stage and stops them so they can get ready for the nest skit.
His usual line was something like, "Nope, nope! Too silly! This is too silly! I'm stopping this right now!"

thank you Lidia, I am glad you like it! Your idea was very romantic, but I must say that Marco helped me a lot with the bodies of panne 4, cuz that pose was really original and hard to make, I did a layout and he make a gorgeous clean up with pencils, then I inked it and coloured, so bravo Marco as well!!!
