I doubt Mary will think too much on William's willingness to take her into town, since it is her who wants him to take her into town and she is now allowed to go into town. She has no reason to see his behaviour as anything but doing his job.

It's done to protect the privacy of others. After all, some have arrived at Bon Bon to escape terrible pasts they'd rather not indulge in.
However, there is possibly a loophole in said law. Namely, if violation of the first law was done in order to protect the safety and security of the city or others.

| man i would love to see that play out, but it does raise the question: who enforces these laws, i know simon is the mayor but he rarely visits and i havent seen any other such authority figure. |

Simon enforces the rule. Just because he doesn't mingle with the folks doesn't mean he doesn't have eyes and ears everywhere.

Betty is very specific in her words. Mary said, Simon said, etc, etc. She's being very careful to say only second hand information and not present anything as actually known knowledge.
Betty clearly knows much more than what she is saying. I wouldn't be surprised if she knows the whole truth.

well given the implication of who Mary's mother is, I'd be surprised if Betty didn't know the whole story, but she also knows the rules of Bonbon so she can't say anything.
